228A PUBLIC NOTICE Notice of Intent to Issue Title V Operating Permit Renewal Permit No. 05-05014 Bedford County The Department of Environmental Protection intends to issue Title V Operating Permit No. 05-05014 to WSI Sandy Run Landfill, LLC (995 Landfill Road, Hopewell, PA 16650-8653) for a landfill in Broad Top Township, Bedford County. WSI Sandy Run Landfill is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa . Code, Chapter 127, Subchapters F (relating to operating permit requirements). The actual 2015 emissions from the facility were 2.5 tons of VOC, 5.36 tons of NOx, 18.38 tons of CO, 1.23 tons of SOx, and 5.59 tons of PM10. The Operating Permit will include emission limits and work practice standards along with monitoring, record-keeping, and reporting requirements to ensure the facility complies with the applicable air quality regulations. The landfill is subject to 40 CFR Part 60 Subpart WWW- Standards of Performance for Municipal Solid Waste Landfills and 40 CFR Part 63, Subpart AAAA-National Emission Standards for Hazardous Air Pollutants: Municipal Solid Waste Landfills. Copies of the application, DEP's analysis and other documents used in the evaluation of the application are available for public review during normal business hors at the PADEP Southcentral Regional Office, at 909 Elmerton Avenue, Harrisburg, PA 17110. A person may oppose the proposed operating permit, or may provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written protest with the Department at the address listed above. Each written comment must contain the following: - Name, address, and telephone number of the person submitting the comments. - Identification of the proposed permit by the permit number listed above. _ A concise statement regarding the relevancy of the information or objections to the issuance of the permit. 217A PUBLIC NOTICE UNITED STATES OF AMERICA FEDERAL ENERGY REGULATORY COMMISSION Merchant Hydro Developers, LLC Project No. 14832-000 NOTICE OF PRELIMINARY PERMIT APPLICATION ACCEPTED FOR FILING AND SOLICITING COMMENTS, MOTIONS TO INTERVENE, AND COMPETING APPLICATIONS (May 15, 2017) On January 18, 2017, Merchant Hydro Developers, LLC, filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Shaffer Mountain Pumped Storage Hydroelectric Project to be located in Bedford County, Pennsylvania. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to preform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission. The proposed project would consist of the following: (1) a new upper reservoir with a surface area of 100 acres and a storage capacity of 1,500 acre-feet at a surface elevation of approximately 2,960 feet above mean sea level (msl) created through construction of a new roller-compacted concrete or rock-filled dam and/or dike; (2) excavating a new lower reservoir with a surface area of 33 acres and a total storage capacity of 1,800 acre-feet at a surface elevation of 1,800 feet msl; (3) a new 5,920-foot-long, 48-inch-diameter penstock connecting the upper and lower reservoirs; (4) a new 150-foot-long, 50-foot-wide powerhouse containing the two turbine-generator units with a total rated capacity of 143 megawatts; (5) a new transmission line connecting the powerhouse to a nearby electric grid interconnection point at the Shaffer Wind Farm; and (6) appurtenant facilities. Possible initial fill water and make-up water would come from the nearby Raystown Branch Juniata River, including groundwater. The proposed project would have an annual generation of 520,671 megawatt-hours.
